Condom Ordinance, In Affect March 5th

ORDINANCE NO. __ 1_8 _19_8_9__
An ordinance proposed by initiative petition requiring City film permits for
commercial production of adult films to be conditioned on certain work practice controls,
including the required use of condoms.
THE PEOPLE OF THE CITY OF LOS ANGELES
DO ORDAIN AS FOLLOWS:
CITY OF LOS ANGELES SAFER SEX IN THE ADULT FILM INDUSTRY ACT
Section 1. Title.
This ordinance shall be known and may be cited as the City of Los
Angeles Safer Sex In The Adult Film Industry Act.
Sec. 2. Findings and Declaration.
The people of the City of Los Angeles hereby find and declare all of the following:
(a) The HIV/AIDS crisis, and the ongoing epidemic of sexually
transmitted infections as a result of the making of adult films, has caused a
negative impact on public health and the quality of life of citizens living in Los
Angeles.
(b) Safer sex practices are a prime method of preventing and reducing
the spread of HIV/AIDS and other sexually transmitted infections.
(c) The Los Angeles County Department of Public Health has
documented widespread transmission of sexually transmitted infections
associated with the activities of the adult film industry within the City of Los
Angeles.
(d) The Los Angeles County Department of Public Health has opined
that the use of condoms is the best and most effective way to stem the spread of
sexually transmitted infections within the adult film industry.
(e) Multiple organizations committed to protecting the public health
have called for mandatory use of condoms in the production of adult films,
including the American Medical Association, the American Public Health
Association, the California Conference of Local AIDS Directors, the California
STD Controllers Association, the National Coalition of STD Directors, the
National Association of City and County Health Officials, AIDS Healthcare
Foundation and the California Medical Association.

    Setting aside the hyperbolic language about epidemics (a term whose true definition does not apply), there are gems like these…

    “Permittee must abide by all applicable workplace health and safety regulations, including California Code of Regulations Title 8, Section 5193, which mandates barrier protection, including condoms, to shield performers … during the production of films.”

    But the word “condom” never appears in Section 5193.

    “‘Producer of adult film’ is defined as any person or entity directly engaged in the creation of adult films.”

    Can you say vague, or overly broad?

  3. They make it vague and broad to cover any and all possibilities so they can fine the production or shut it down. Laying down fines lets them raise extra revenue for the city.

    Of course the epidemic is laughable as the straight porn industry HIV rates are lower then the general population.

    Condoms are a barrier between intimacy and effection, I mean affection. STDs are STIs. Gardasil causes cervical cancer. HIV/AIDS is a $cam. Sickness and death is a racket. Have a nice day.

  5. I’m not debating you Jeremy, but Gardasil is safe enough for use. BUT, a carrageenan based lubricant is also effective against the transmission of herpes and HPV. Look for a FDA-approved product hitting the market soon.

    Ya see, AIDS, Cancer, disease, war, starvation, etc are manipulated for profit. We have the capacity of solving the woes of the world but that would put a lot of motherfuckers out of business, and laws, rules and regulations are basically for those who can’t afford to be above them, and a way of controlling and limiting the (over)populations.

    I’ve said this over and over and over and over and over and over again and it’s like I never ever said it… 90% “HAVE” oral herpes (the virus) but no ones trying to outlaw kissing and insisting on lip sheaths. If we applied the same exact logic of mouth herpes to the great sinful herpes of the genitalia, then we’d have a global paradigm shift. “Diseases” which should be called “infections” in almost all cases are just the body’s process of eradicating shit. Normally shit goes away on it’s own and everyone has caught shit they will probably never admit to. But the idea that we “have” it means we also have chicken pox, as we also carry that virus as well. And stress causes dis-ease no less than a virus.

    Our minds are controlled by people who are also controlled by money and politics (the above article helps exemplify this fact). The truth gets squashed and has no political interest groups. If you give a fuck about what’s what you gotta do the homework.
